The aims and the objectives of the Association are:
The following shall be the categories of membership :
Retired Railway Officers of the Indian Railways, who pay a lump sum of Rs.2000/- or such other sum as may be fixed by the General Body from time to time, are eligible to become Members and deemed to be Life Members (This shall be only a one-time payment).
4.2.1 Railway Officers in service on the Indian Railways on payment of a lump sum amount of Rs.2000/- or such other sum as may be fixed by the General Body from time to time (This shall be only a one-time payment). They automatically become Life Members on retirement without any further payment.
Note: Associate Members will enjoy all the privileges of Life Members, except that they will not have any voting rights and cannot contest for the elections to become Executive Members as detailed in clause 6 below.
Any Association of Retired Railway Officers functioning at any place in India, preferably a registered Association, with a membership on roll of twenty (20) or more members, can become an Affiliate to the AIRROA/SC on making a one-time lump sum payment of Rs.3000/- . The President or the Secretary of such an Affiliated Association will be an ex-officio member of the Executive Committee (EC) of the AIRROA/SC
5.1 The GB consisting of all Members ( LM and AM) is the supreme authority of the Association for conducting its affairs.
5.2 The GB will meet periodically as may be decided from time to time, but not less than once a year in the month of April.
5.3 The GB will elect the Executive Committee once in two years during April.
5.4 Quorum for the GB Meeting shall be fifty members or one fifth (1/5th) of the membership on the rolls, whichever is less.
5.5 The functions of the GB are:
5.5.1 To pass the budget for the ensuing year and approval of the expenditure statement of the previous year,
5.5.2 To approve the Report of the activities of the Association,
5.5.3 To elect the Executive Committee biennially, and
5.5.4 to approve an Auditor for the ensuing year.
6.1 The number of Office Bearers elected to the Executive Committee shall normally be TWELVE (12) and shall consist of the following: President, Vice President -I , Vice President -II , Secretary, Joint Secretary – I , Joint Secretary -II cum Assistant Treasurer , Treasurer and five Members. There shall also be a representative (either President or Secretary) from each of the Affiliated Associations.
6.2 The management of the affairs of the Association shall vest in the EC.
6.3 The right of admission and removal of the members rests with the EC subject to reporting it to the GB
6.4 The Quorum for an EC Meeting shall be five members of the EC.
6.5 The EC shall have the power to appoint staff and incur expenditure, subject to any guidelines set by the GB.
6.6 The EC shall have the power to co-opt any other member of the Association to fill the vacancy arising in the EC for any reason.
6.7 The members of the EC shall be duty bound to attest the signatures of all the members of a newly elected EC and to see that the said signatures in the shape of an annual list is filed with the Registrar of Societies before the 15th day of the succeeding month of the month in which the elections are held.
6.8 The EC is also empowered to co-opt the immediate Past President as an Advisor as well as an Editor and Co-Editor of the Railders’ Guardian , the official Newsletter of AIRROA/SC.
7.1 PRESIDENT:
He presides over the meetings and guides the proceedings. The affairs of the Association shall be managed under his overall supervision.
7.2 VICE PRESIDENTs - I and - II :
They shall both discharge the functions of the President in the latter's absence and generally assists the President as per the distribution of work decided by him.
7.3 SECRETARY:
7.4 JOINT SECRETARIES – I and - II:
They shall assist the SECRETARY and officiate as the SECRETARY in the latter's absence. JS-II shall assist the Treasurer as and when necessary with the approval of the President.
7.5 TREASURER:
He is the custodian of all funds and shall maintain accounts. He will assist the SECRETARY in preparing the Annual Report and incorporating the Annual Accounts therein. He will also give the details of receipts and payments since the last meeting of the E.C. when it meets periodically.
8.1 The funds shall be spent only to the attainment of the objectives of the Association and no portion thereof shall be paid or transferred directly or indirectly to any of the members through any means.
8.2 The bank and deposit amounts will be jointly operated by any two amongst the Secretary , the Treasurer and the Joint Secretary .
8.3 The annual accounts will be submitted for scrutiny by an Auditor appointed by the GB and his observations will be incorporated in the Annual Report.
8.4 Funds in deposits and assets at the end of a Financial Year shall not be less than the total contributions of the Donors , Life Members and Associate Members upto the end of the preceding Calendar Year, unless condoned by the G.B. for any reasons.
Amendments and alteration to the Bye Laws of AIRROA shall be made by the EC subject to voting and approval by 2/3 of its members present at a GBM.
In case the Association has to be wound up, the property and funds of the Association shall be disposed off in a manner as specified in the Telangana Societies Act and if there is no such provision , then they shall be disposed off as per the decision of the General Body at that time ( of winding up) .
